This project seeks to develop a comprehensive business plan for a biomass-fueled combined heat and power (CHP) facility and district energy system (DES) to be located within the City of Thunder Bay proper. This project will divert some of the region’s oversupply of low-value hardwoods and harvest residuals into renewable, clean electricity, and heat for local customers.


The proposed 4–5 mWe facility will consume 50,000 GMT of biomass annually, with estimated capital costs of $40 million (CHP) and $10 million (DES). The project will create jobs, support the regional forestry industry, and help Thunder Bay meet decarbonization targets.
